The Neighbor Accelerator hereby specially reminds users to carefully read the terms of this agreement (minors should review it accompanied by a guardian). You have the right to accept or not accept this "Agreement". Unless you accept the terms of this "Agreement", you do not have the right to download, install or use this software and its related services. Your installation and use behavior will be regarded as acceptance of this "Agreement", and you agree to be bound by all the terms of this "Agreement". This "Agreement" describes the rights and obligations between the Neighbor Accelerator and you regarding the licensed use of the Neighbor Accelerator and related aspects。“user”or“your”It refers to an individual or a single entity that obtains software products and number authorization licenses through the channels provided by the adjacent accelerator for obtaining software licenses and number registration。

 

 

 

One、 Intellectual Property Rights Declaration

 

This software is developed and operated by Xi'an Star Sky Interactive Software Development Co., Ltd. All intellectual property rights of the software, including trademarks, copyrights, etc., as well as all information content related to the software, such as: textual expressions and their combinations, icons, decorations, charts, colors, interface designs, layout frameworks, relevant data, printed materials, or electronic documents, etc., are protected by copyright laws and international copyright treaties, as well as other intellectual property laws and regulations。

 

 

 

Two、Software licensing scope

 

one、Users can install, use, display and run this software on a computer (collectively referred to as a computer). (For the same account, it is not supported to use or run simultaneously on multiple computers.)。

 

two、Reservation of rights: All other rights not expressly granted remain the property of NextGen Accelerator. Users must obtain written consent from NextGen Accelerator for the use of any other rights。

three、Except as specifically stipulated in this "Agreement", this "Agreement" does not impose any relevant service terms for the neighboring accelerator accessed through this software or for other services provided by the cooperating units. For these services, there may be separate service terms that regulate them. Users are advised to learn and confirm these terms separately when using the relevant services. If users use such services, it is deemed as their acceptance of the relevant service terms。

 

 

 

Three、 Regarding user information

 

one、Users are required to register genuine, complete and accurate personal information. The genuine and complete user profiles will serve as the basis for the Neighbor Accelerator to provide after-sales services and the prerequisite for users to obtain legal protection。

two、If the user fails to provide true, complete and accurate personal information, the user shall bear all losses and responsibilities resulting therefrom, including but not limited to: loss of account password, disputes over accounts with others, etc。

 

 

 

Four、User Instructions

 

one、The user shall ensure that all the information provided during the registration of the Neighbor Accelerator software or when using the services offered by the cooperating entities is true, complete and accurate。

two、Neighbor Accelerator Account：

 

（one）The ownership of the Binyi Accelerator account belongs to Binyi Accelerator. After users complete the registration procedures, they will obtain the usage rights of this account。

 

（two）The usage rights of the Binli Accelerator account are exclusively for the initial applicant. To ensure user information and account security, it is prohibited for users to transfer, inherit or lease-sell the account. If Binli Accelerator discovers that the user is not the original account registrant, Binli Accelerator has the right to reclaim the account without bearing any legal responsibility for the account user. Any disputes and losses arising from users privately leasing (with or without payment) the account shall be borne by the users themselves. At the same time, Binli Accelerator reserves the right to hold users accountable for violating this agreement 。

 

（three）If there is a dispute over the ownership of an account usage rights among users, Binyi Accelerator will make an independent judgment based on the initial personal registration information. If the personal information is flawed (such as being untrue or incomplete), and it is impossible to determine the true owner, Binyi Accelerator has the right to reclaim the disputed account. The related losses and responsibilities will be borne by the users themselves 。

 

（four）The user is responsible for the safekeeping of the adjacent accelerator account and password, and shall be fully liable for all activities conducted under this account and password。

 

（five）After a user registers an account on Binli Accelerator, if they do not use it for a long time, Binli Accelerator Company has the right to reclaim the account to avoid waste of resources。

 

Three、As Binli Accelerator is the sole copyright owner of this software, it legally enjoys the right to lease the software, that is, to grant users the right to use it with payment. Users are not allowed to rent or sell (either for a fee or for free) the Binli Accelerator service (including the free trial service). Any disputes and losses arising from users' private transfer of the service shall be borne by the users themselves. At the same time, Binli Accelerator reserves the right to hold users legally responsible for violating this agreement。

Four、Minors should learn to use the Internet correctly under the guidance of their parents and teachers. Minors should avoid being addicted to virtual online games and thus affecting their daily study and life。

 

five、The BiliBili Accelerator only provides acceleration for game networks. When accelerating overseas games, there may be situations where game accounts are frozen, verified, or even banned due to the game region restrictions, player behavior restrictions, and account security restrictions imposed by overseas game operators. All of the above are unrelated to the BiliBili Accelerator, and users need to bear this risk themselves。

 

 

 

Five、User Prohibited Behaviors and Responsibilities

 

one、Users must use this software in accordance with the terms of this "Agreement" and in compliance with the laws. Users are prohibited from engaging in any actions, including but not limited to the following：

（one）Unauthorized deletion of all copyright-related information and content on this software and its other copies；（two）Without authorization, engaging in reverse engineering, reverse assembly, reverse compilation, etc. of this software；（three）For any information related to this software, such as unauthorized use, copying, modification, linking, re-posting, compiling, publication, distribution, establishment of mirror sites, or unauthorized development of derivative products, works, services related to this software, etc。（four）Using this software to publish, transmit, disseminate, store content that violates national laws, endangers national security, disrupts social stability, or any inappropriate, insulting, defamatory, obscene, violent or any other content that violates national laws, regulations and policies。（5）Using this software to publish, transmit, disseminate or store content that infringes upon the legitimate rights of others, such as intellectual property rights or trade secret rights。（six）Using any materials or information obtained from the images or photos obtained through the use of this software by means of infringing upon trademarks, copyrights, patents, trade secrets or any other proprietary rights of any party。（seven）Any behavior that endangers the security of computer networks using this software is prohibited, including but not limited to: using unauthorized data or accessing unauthorized servers/accounts； Entering the public computer network or another person's computer system without permission and deleting, modifying or adding the stored information; Without authorization, attempting to probe, scan, test the weaknesses of this software system or network or other acts that undermine network security; Attempting to interfere with or disrupt the normal operation of this software system or website, deliberately spreading malicious programs or viruses and other behaviors that disrupt and interfere with normal network information services; Falsifying the names of TCP/IP data packets or part of the names。

 

two、When using this software, you must abide by relevant national laws and policies, safeguard national interests, protect national security, and comply with this agreement. For all responsibilities arising from users' illegal or violation of this agreement usage, the user shall bear full responsibility. None of this shall be related to Binli Accelerator or its cooperating units. If it causes losses to Binli Accelerator and its cooperating units, Binli Accelerator and its cooperating units have the right to require the user to compensate and have the right to immediately stop providing services to them, retain relevant records, and retain the right to cooperate with judicial authorities to pursue legal responsibilities。

 

 

 

Six、risk warning

 

one、Like most Internet software, this program may be subject to various security threats. For instance, others may use users' information to cause harassment in real life; other downloaded and installed software may contain Trojan horses or other viruses, which pose a threat to the security of users' computer information and data. For example, online games may not function properly, game accounts may be stolen or lost, and this may subsequently affect the normal use of this program. Users should enhance their awareness of information security and protection of user data, and pay attention to strengthening password protection to avoid losses and harassment。

 two、Any software derived from this software that is not developed and officially released by the Neighbor Accelerator or its authorized developers is illegal. Downloading, installing, or using such software may lead to unforeseeable risks. All legal responsibilities and disputes arising therefrom shall be unrelated to the Neighbor Accelerator. Users shall not easily download, install, or use such software. Otherwise, the Neighbor Accelerator has the right to terminate the user's account usage privileges. Users can only log in and use the Neighbor Accelerator through the software provided by the Neighbor Accelerator and other legal channels. Users shall not log in and use through any other software or programs that are not developed by the Neighbor Accelerator with authorization, including but not limited to illegal compatible software, programs, or other methods not explicitly permitted by the Neighbor Accelerator. Otherwise, the Neighbor Accelerator has the right to terminate the user's account usage privileges。

 

 

 

Seven、Privacy protection and disclosure

 

one、The ways in which the user agrees include：（one）Accept this agreement and the service terms issued by Binli Accelerator；（two）The oral or written statements made by the user through means such as email, phone, fax, or instant messaging；（three）There are default consent terms in the agreement or service statement, and the users have no objections to them。（four）Other adjacent accelerators and users all agree with this approach。

 

two、NexGen Accelerator reserves the right to disclose any information at any time as required by applicable laws, regulations, legal procedures or government requirements. It also retains the right to independently decide to edit, refuse to post or delete all or part of any information or materials at its own discretion。

 

 

 

Eight、Replacement, modification and upgrade of the software

 

The Neighbor Accelerator reserves the right to provide you with the right to replace, modify or upgrade this software at any time, as well as the right to charge for such replacements, modifications or upgrades。

 

 

 

Nine、Regarding value-added services

 

Binyi Accelerator and/or its collaborating entities will provide users with various Internet value-added services related to this software based on the development of the market and technology, including free and paid value-added services. Binyi Accelerator and/or its collaborating entities reserve the right to charge for related value-added services and to change the fee standards and methods; if the related service changes from free to paid service, Binyi Accelerator and/or its collaborating entities will notify in an appropriate form. Users can choose to accept or reject the paid service at their own discretion, and ensure that when using the paid service, they will pay the fees in accordance with the relevant fee regulations of Binyi Accelerator and/or its collaborating entities. If they refuse to pay or delay payment of the fees, Binyi Accelerator and/or its collaborating entities have the right to stop the service and legally claim losses and compensation。

 

 

 

ten、Legal Liability and Exemption from Liability

 

one、The use of this software involves internet services, which may be affected by various unstable factors at each stage. There is a risk that service interruption or failure to meet user requirements may occur due to force majeure, computer viruses, hacker attacks, system instability, the user's location, the user's turning off the device, and any other network, technical, communication line-related reasons. Users must understand and bear these risks on their own. Neighbor Accelerator and its cooperating units shall not bear any responsibility。

two、The user shall not be held responsible by the Neighbor Accelerator and its cooperating entities for any economic losses incurred due to communication line failures, technical issues, network problems, computer malfunctions, system instability or other unforeseen circumstances such as those beyond human control。

three、The third-party software or technologies that this software may use have been legally authorized. Any disputes arising from the third-party software or technologies shall be resolved by the respective third parties. Binyi Accelerator assumes no responsibility for such issues. Binyi Accelerator does not provide customer support for the third-party software or technologies. If you need support, please contact the provider of the software or technology。

 

 

 

Eleven、 Others.

 

one、If any part or all of the terms of this agreement are invalid, it shall not affect the validity of the other terms。

 

two、The interpretation, validity and resolution of disputes under this agreement shall be governed by the laws of the People's Republic of China. In the event of any dispute or controversy between the user and Binli Accelerator, the user shall first attempt to resolve it through friendly negotiation. If the dispute or controversy cannot be resolved through negotiation, the user hereby fully consents to submitting the dispute or controversy to the jurisdiction of the court in the location of Binli Accelerator。
